1.   School Board Policy for Alternative Learning Experience Programs

Policy No. 2255 - Instruction

ALTERNATIVE LEARNING EXPERIENCE PROGRAMS

The board authorizes the creation of an alternative learning experience (ALE) program. The district will make available to students enrolled in an alternative learning experience program educational opportunities designed to meet their individual needs. The district will comply with all program requirements necessary to count an ALE as a course of study and ensure state funding for ALE students.

ALE programs may include, but are not limited to:

  • On-line programs as defined in RCW 28A.150.262;
  • Parent partnership programs that include significant participation and partnership by par- ents and families in the design and implementation of a student's learning experience; and
  • Contract-based learning programs.

The board will adopt and annually review written policies authorizing alternative learning experiences, including each alternative learning experience program and program provider. The policy must designate, by title, one or more school district official(s) responsible for overseeing the district's alternative learning experience courses or programs.

The district establishes TEAM High School and Lewis River Academy as alternative learning experience programs, providing instruction on site or over the internet or by other electronic means, as defined in WAC 392-121-182. The District shall designate one or more official re- sponsible for these programs.

The district shall designate one or more person(s) responsible for approving specific alternative learning experience programs or courses, monitoring compliance with WAC 392-121-182 and reporting at the end of each school year to the board of directors on the program. The annual report shall contain at least the following:

(a)Documentation of ALE student headcount and full-time equivalent enrollment claimed for basic education funding;

(b)Identification of the overall ratio of certificated instructional staff to full-time equiva- lent students enrolled in each ALE program;

(c)A description of how the program supports the district's overall goals and objectives for student academic achievement; and

(d)Results of any self-evaluations.

The district will submit an annual report to the Superintendent of Public Instruction detailing the costs and purposes of any expenditures made to purchase or contract for instructional or co- curricular experiences and services that are included in an ALE written student learning plan, along with the substantially similar experiences or services made available to students enrolled in the district's regular instructional program.

In addition to TEAM High School, and Lewis River Academy, the District participates in, and provides students access to, the Center for Career and Academic Advancement (CCAA), a cooperative program offered by the Clark County Skills Center and ESD 112. The CCCA program operates in accordance with all applicable state rules and regulations in offering a diploma that meets the minimum state graduation requirements through the Woodland School District. Stu- dents earning a diploma through CCAA will not be eligible to participate in the TEAM or Wood- land High School commencement ceremonies. However, if the student meets the credit requirements of TEAM or Woodland High School they will be allowed to participate in the appropriate ceremony.

The superintendent is directed to develop procedures consistent with WAC 392-121-182  to govern the administration of the district's ALE program

Mission

Below is the Woodland School District Mission.  Every sentence of the mission has been broken down and individualized to TEAM High School.

Woodland School District Mission

"Woodland Public Schools value the uniqueness and diversity of each child and believes all students can learn within a safe, caring environment of staff and community. It is the responsibility of the Woodland Public Schools to provide an equal and quality education. We will seek to develop in our students an understanding of the importance of hard work and how performance, effort and decisions directly affect educational and career opportunities. To this end, we will promote academic excellence by challenging each student to develop the knowledge, skills and self-worth necessary to become a responsible contributing citizen. We must inspire our students to make learning a lifelong endeavor and become actively involved in their local and global communities."

"Woodland Public Schools value the uniqueness and diversity of each child and believes all students can learn within a safe, caring environment of staff and community."

At TEAM High School we believe every student is unique and treat each student as an individual.  We have many students coming from varied backgrounds and try to provide an educational setting that is welcoming and inviting.

 "It is the responsibility of the Woodland Public Schools to provide an equal and quality education."

TEAM High School provides a quality education by using a state and district approved curriculum, APEX.  This curriculum is also used at Lewis River Academy, Woodland High School and Woodland Middle School.

"We will seek to develop in our students an understanding of the importance of hard work and how performance, effort and decisions directly affect educational and career opportunities."

Because we treat every student as a unique individual, we counsel with them often about their choices how it directly affects their future and their goals.

"To this end, we will promote academic excellence by challenging each student to develop the knowledge, skills and self-worth necessary to become a responsible contributing citizen."

Each student at TEAM High School is challenged academically with the self-paced program with teacher monitoring.  We prepare students for life after high school by promoting continual education, values and ethics.  We do more than teach the student academics but reach out to each one to provide guidance.

"We must inspire our students to make learning a lifelong endeavor and become actively involved in their local and global communities."

TEAM High School tries to instill in students the value of citizenship and that learning does not stop with a diploma but rather it continues in order to make life fuller.

Goals

Below is the Woodland School District Goals.  The first four goals are analyzed in reference to TEAM High School.

 "The FIRST priority of our school system will be student learning. To this end it is our goal that every student will be taught by skilled, high-quality teachers who provide effective and high quality instruction, and who are equipped with necessary tools and training."

The teachers at TEAM High School are skilled, qualified professionals who assist students in learning.  TEAM High School uses APEX for the course curriculum.  Teachers at TEAM High School participate in annual training and updates on APEX and other programs in order to keep accurate records and help students in the learning process.

 "A Quality Learning Environment is important to effective learning."

TEAM High School operates in a portable that is an open classroom equipped with over twenty computers.  The physical classroom is also managed by caring and concerned staff who realize students need to feel welcome in order to maximize learning.

 "Our schools will provide opportunities for students to be exposed to and acquire twenty-first century career options and work skills."

APEX is annually updated with the growing trends in education.  Also the staff is familiar with the work industry and the latest standards which several students are exposed to as they are working and continuing their quest for a high school diploma.  Our staff works with individual students in order to help them find their path to success after high school.

"Effective, two-way communication with our entire community is essential to maintaining and building trusting relationships with the community. Improving communication through the implementation of methods of communication will be employed as part of a District-wide communication plan."

The TEAM High School staff work closely with several community agencies and employers in order to help students find resources to reach their goals.

6.   Share results of any self-evaluations.

TEAM High School has not performed a self-evaluation recently but is in the process of setting up a meeting with the Northwest Accreditation Commission and become an accredited school.
