RCW 42.30.240-Public Comment Outlines the statutory requirements that governmental entities must follow relative to public comment. Our current board policy 1400 adds some parameters that could be construed as abridging citizens' First Amendment right to free speech. This recommended revision does two things:
1) Removes any restrictions on speech based on civility, profanity, etc.
2) Provides a strict time limit on all public comments.
