Woodland School District’s Transitional Bilingual Instructional Program (TBIP) is designed to support the academic achievement of our students with English as a Second Language, also known as English Language Learners (ELLs).  

Annual Report of ELL in Woodland Schools 

During the 2019-20 school year our TBIP Coordinator, Maribel Ramirez, continued to organize ELL student records and assessment data as well as coordinate/facilitate professional development and instructional materials for students in the ELL program. Moving forward, Maribel will continue to do this work with our District Registrar, Jody Brentin, and our District Assessment Coordinator, Sarah Hadaller, as well as our Title III administrator, Darcy Soto.

In the 2019-20 school year, we continue to have EL endorsed certified teachers in three of our schools in the district and an administrator to oversee ELL in all of our schools.  Student schedules in each school are set up to include “push-in” as well as “pull out” services for EL students.  

Our K-4 Elementary schools will continue their work providing an after school program for EL students.  In considering the feedback from this after-school program we have decided to provide transportation to provide access for all EL students.

Columbia Elementary is in its third year of implementing the Dual Immersion program, now for Kindergarten, 1st, and 2nd grades.  This is a magnet program and we provide transportation from all over the district for students in the program. The district is committed to continuing to grow this program. 

As a district, we have analyzed our data and made instructional materials adjustments, trained staff, and reorganized their EL support services for students.

The K-4 elementary school's administration and instructional coaches meet regularly with central office administration to gather support for implementing research-based, best practices for teaching and learning for EL students.  We have supported our EL Teachers to visit surrounding districts to find out what they are using for instructional materials and to build partnerships for Sheltered Instruction Observation Protocol (SIOP) training.  We have EL family nights in the elementary schools, middle school, and high school.

ELL Family and Community Engagement 

This year we will continue to have "Family Nights" -- although may be virtual -- where families of students who are ELL learn about post-secondary opportunities, FAFSA, grants, HS credit requirements, and our local skills center (Cascadia Tech Academy). We are continuing our outreach activities to our ELL families, including translation of all Student Handbooks in each of the buildings in the district, student registration forms, medical forms, newsletters, and almost all documents that are dispersed to our families at all schools.  We offer our families many outreach opportunities during the school year to connect and discuss how they can support their child's learning within the home and what community services are available to help in the efforts as well.  

We have two outreach coordinators that serve to coordinate our outreach efforts, translation of documents and boost our relationships with our community.  These positions work to establish connections and trust within our community.  We also offer classes for mothers of EL students on how to become leaders in their children's education. Latino Parent Leadership Training covers best practices in language development, bilingualism, early literacy, early math, health and social-emotional wellness, attendance, civil engagement, parent leadership, goal setting, and planning for family success.

Recommended Action /MOTION/ I move we approve the TBIP program for the 20-21 school year.
