PRIOR TO APPROVING THIS RESOLUTION THE BOARD HAS REQUESTED AN ESTIMATE OF THE COST OF UTILITIES CONSTRUCTION. THE OALC HAS AGREED TO OFFER A 50% REDUCTION IN LATECOMER'S FEES FOR THE 12" WATER AND 12" SEWER LINES THAT WILL BE INSTALLED BY THE OALC. THE ESTIMATED COST OF THESE IMPROVEMENT IS $389,303 (Engineering of $17,125 and Construction of $372,178). CONSTRUCTION ESTIMATE IS ATTACHED.
THE LATECOMER'S FEE IS CALCULATED AS FOLLOWS:
The total property capable of being served by the aforementioned sewer and water mains consists of 1580 feet of frontage. The City has determined that the means of allocating cost of said sewer and water lines is based on the prorate share of front footage of each property benefitting by said improvements. I measured the frontage of our property using Google Earth at 1340 which is 85% of the 1580 feet. The estimated cost is $389,303. 85% of that is $330,907.55 Half of that is $ 165,453.78.
WOODLAND SCHOOL DISTRICT, NO. 404
RESOLUTION NO. 2540 Granting Easement to OALC
WHEREAS, the Woodland School District owns undeveloped property located at 220 Dike Road and 741 Robinson Road in the City of Woodland; and
WHEREAS, the Old Apostolic Lutheran Church ("OALC") owns undeveloped property adjacent to the District's property, located at 1500 Dike Access Road; and
WHEREAS, OALC is currently in the process of planning for construction of a new church building; and
WHEREAS, OALC desires to construct a twenty-four foot-wide paved asphalt driveway across District property from Dike Access Road; and
WHEREAS, the driveway, once constructed, will also serve as an ingress and egress route to future District buildings; and
WHEREAS, OALC is willing to convey to the District an easement over a strip of its property, to facilitate the District's access; and
WHEREAS, the OALC will extend water and sewer facilities under the surface of Dike Access Road to the Southwest Corner of the District propertY, to serve both OALC and District buildings; and
WHEREAS, as additional compensation to the District, OALC will enter into an agreement with the City of Woodland that limits the District's water and sewer latecomer contributions to 50% of the District's pro rata share.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Woodland Public School District No. 404 as follows:
The Board of Directors of Woodland Public School District No. 404 authorizes the Superintendent to sign the Easement Agreement with the Old Apostolic Lutheran Church, substantially in the form attached as Exhibit A to this Resolution. Upon execution, the Easement Agreement shall be recorded with the Cowlitz County Auditor.
ADOPTED by the Board of Directors of Woodland School District No. 404 at an open public meeting held on October 25, 2010, notice of which was given as required by law, the following Directors being present and voting therefore.
