First Reading of Policy Revisions, Adoptions, and Deletions

Based on the recommendation of WSSDA there are twelve policies that are being presented to the school board for consideration.  Of these twelve there are two new policies, eight recommendations for revision to policy, and two policies recommended for deletion.  Details of these recommendations are found in two WSSDA Documents.  The August Policy and Legal News, and the September Policy Alert.

New Policies:

Policy 3535 Financial Aid Advising —  Policy in response to E2SHB 1599 from the 2020 legislative session.  See August Policy and Legal News, pages 6-7

Policy 4300 Limiting Immigration Enforcement in Schools — Policy in response to Attorney General Opinion written in response to SB 5497, See August Policy and Legal News, page 11

Revised Policies: 

Policy 2255 Alternative Learning Experience Courses — WSSDA has updated this model policy and procedure to reflect recent revisions to the rules that govern Alternative Learning Experience (ALE). The revisions remove the requirement to obtain a parent or guardian’s signature documenting their understanding of the difference between home-based instruction and ALE. However, the requirement to notify families of the difference between home-based and ALE programs at the time of enrollment still remains. These rule revisions became effective August 10, 2020 with the exception of the truancy section, which defines truancy and a truancy protocol in ALE settings. The truancy section will take effect January 1, 2021.

Policy 3120 Enrollment — Reflects HB1191 addressing the sensitivity of information regarding student juvenile offenses. See August Policy and Legal News, pages 3-5

Policy 3122 Excused and Unexcused Absences — The Office of Superintendent of Public Instruction (OPSI) has adopted emergency rules that define absence in the context of remote instruction and address daily attendance taking. The emergency rules also offer an expanded list of excused absence categories specific to the COVID-19 pandemic, provide a new non-truancy absence code, and address tiered supports for students accruing absences. The emergency rules are intended to give educators access to meaningful data so they can ensure student safety and reduce chronic absenteeism.

Policy 3143 Notification and Dissemination of Information about Student Offenses and Notification of Threats of Violence or Harm Reflects HB1191 addressing the sensitivity of information regarding student juvenile offenses.  Incorporates contents of currently policy 3144 and policy 4314.  See August Policy and Legal News, pages 3-5

Policy 3414 Infectious Diseases — WSSDA has revised several model policies that involve infectious disease management to reflect official health guidance related to COVID-19.

Policy 3418 Response to Student Injury or Illness WSSDA has revised several model policies that involve infectious disease management to reflect official health guidance related to COVID-19.

Policy 3510 Associated Student Bodies — WSSDA has revised the model policy and procedure to address House Bill (HB) 1660 –Participation of Students Who Are Low Income in Extracurricular Activities.  The legislation requires districts that collect fees for extracurricular participation to adopt a policy that includes provisions for both waiving and reducing such participation fees for students who are eligible for the Free and Reduce Price Meals program.

Policy 6512 Infection Control Program WSSDA has revised several model policies that involve infectious disease management to reflect official health guidance related to COVID-19.

Policy Deletions

Policy 3144 Release of Information Concerning Student Sexual and Kidnapping Offenders — Content merged into revisions to Policy 3143.

Policy 4314 Notification of Threats of Violence or HarmContent merged into revisions to Policy 3143.
