As a result of the reconfiguration of the grade levels and overcrowding at WIS, we have purchased 2 portables and had them installed at WIS.  It was hoped that we would have enough impact fees to cover the costs, but the site fees, portables, and furnishings will be considerably more than what we have in impact fees.  RCW 28A.320.330(3) allows us to transfer state forest funds from the Debt Service Fund to the Capital Projects Fund.  The RCW does not stipulate the specific use of funds, only that they can be transferred to the fund and used for eligible fund purposes.  The cost of site prep, portable classrooms and furnishings would all be eligible capital expenditures.  The balance of state forest funds in the Debt Service Fund is approximately $575,000.  In order for the county treasurer to make the transfer, the board must approve a resolution.
