CALL TO ORDER
President Watts called the meeting to order at 6:15 p.m.
RECESS
President Watts recessed the meeting at 6:16 p.m. to enter into an executive session under RCW 42.30.110(1)(g). The executive session was expected to last 10-15 minutes, with no action to follow. President Watts reconvened the meeting at 6:31 p.m.
CITIZENS REQUESTS TO ADDRESS THE BOARD ON NON-AGENDA ITEMS
Darcy Billingsley spoke about the ESSER funds and said she had received details from Stacy Brown. She also talked about the JUUL lawsuit settlement, the dual language program staffing issues, the custodial workload, and much more.
Donna Butler and Darcy Billingsley prepared the con-statement for the levy campaign for Cowlitz County. A reporter for The Columbian newspaper emailed Donna and asked for a response to the levy failure. She read the response that she and Darcy had prepared.
Andrew Roy also addressed the board about Anya’s Ghost again and expressed frustration that physics would be eliminated. Superintendent Green informed Andrew and the board that this was false information and that physics would be offered.
CONSENT AGENDA
Director Huddleston asked clarifying questions on some warrants.
Director Stuart moved to approve the consent agenda as presented.
Director Wray moved to amend the motion by moving the meeting minutes to an action item and approving the consent agenda without the minutes.

DISCUSSION ITEMS
Review of Reduced Education Program for 23-24
Superintendent Green presented a PowerPoint presentation that reviewed programs and staffing that will be impacted due to the failure of the voters to approve the renewal of the EP&O levy, forcing a $6 million dollar reduction over two school years. The board of directors asked clarifying questions throughout the presentation.

Director Huddleston made a motion to amend the minutes by revising the public comment by Donna Butler to say she asked the board to consider removing Anya’s Ghost from the classroom instead of asking the board to reconsider the adoption. Director Wray seconded.

Approval of Resolution 23-05 - Reduced Educational and Operational Programs for 2023-2024
Director Huddleston moved to adopt resolution 23-05 as presented. Director Wray seconded.
President Watts opened this item up for public comment. Woodland High School teacher Shari Conditt shared her love for Woodland and her disappointment in the levy failure. She emphasized that this is not about dollars; it is about just how many lives will be impacted.
