Adoption of Resolution 20-06— Reduction in Force

Woodland Public Schools currently has a Physical Therapist who works with the district 2 days per week (.4 FTE).   The student IEP caseload does not require more than one day per week of service (.2 FTE).   In order to reduce the staffing level to reflect the need, the board must take formal action to authorize a reduction in force.

RESOLUTION NO. 20-06

WHEREAS, the Board of Directors has reviewed the recommendation of the Superintendent concerning declining student enrollment, specifically a reduction in the number of students qualifying for special education who require services from a physical therapist;

WHEREAS, the Superintendent has determined that such decreased student enrollment has affected the funding of the categorically funded programs, including special education, making it infeasible for the District to continue offering physical therapy educational services at the present level;

WHEREAS, the Board of Directors has received the recommendation of the Superintendent concerning the need for and the extent of a reduction in and reorganization of the educational program and certificated staff for the 2020-2021 school year to accommodate this decreased enrollment and reduction in need for physical therapy services and to assure that the number of full-time equivalent (“FTE”) certificated employees does not exceed the number of positions needed to operate the educational program;

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Woodland School District No. 404, Cowlitz County, Washington, as follows:

  1. The educational program for the 2020-2021 school year will be reduced by the following FTE or portion thereof:

        .2 FTE                           Physical Therapist

  1. The Superintendent is directed to take such action as may be required by contractual agreement or law to continue consulting with representatives of the certificated employees’ bargaining unit and give appropriate notices to certificated employees to implement the above-described reduction and reorganization of the educational program and reduction in certificated staff, and to layoff, reduce, reassign, and transfer certificated staff members as required to implement this reduced program for the 2020-2021 school year.

                 ADOPTED by the Board of Directors of Woodland School District No. 404 at an open public meeting held on May 13, 2020, notice of which was given as required by law, the following directors being present and voting therefore.
