APPROVAL OF MINUTES
Director Matt Donald moved to approve the minutes from the February 8, 2016, board meeting.

REPORTS TO THE BOARD
Director Donald asked how the technology problems were going. Superintendent Green said that the problems were narrowed down to a cabling issue and testing is continuing to fix the problems.
Director Lesa Beucher asked if the facilities and safety report could include the injury type by location. Scott Landrigan said that he would include this information in the next month’s data.
Director Madsen wanted to know more about the variability in enrollment from grade-level to grade–level on the financial/enrollment report. He asked why we would see this drop. Superintendent Michael Green said that this data greatly varies year over year depending on a variety of reasons.

SPECIAL PRESENTATIONS
Superintendent Green introduced Scott Landrigan the Director of Facilities and Safety.
Scott stated that safety preparedness was a very strong focus for him. He presented a video on SRP, Standard Response Protocol, which touched on four key points.
Scott Landrigan informed the average time to get a first responder onsite is 8-14 minutes. Key areas that he will be working on are assigning responsibilities to each school, having shelters in place, communication from school-to-school, communication from school-to-parents, and training. Each plan will be different depending on the situation and the location of the situation. A situation at Yale Elementary maybe handled differently than the same situation at Woodland Middle School. Superintendent Green stated that one of our current challenges is that the radios do not work at the high school. Director Watts wanted to mention that in the training of staff and students how important it is that the students know the police are here to help them. Director Matt Donald stated how much he appreciated Scott’s efforts and support in this venture. He understands that Scott is taking on a huge task and thanks him for doing so.
Director Stuart asked if Scott was in contact with the fire department and police department. Scott answered yes to both. Director Madsen wanted to make sure that Pacific Corp was included. Scott answered he has the contact information and will be working with them too. Scott mentioned that this is an ongoing and evolving process. Director Lesa Beuscher talked about how we plan to communicate to parents. Scott informed the school board that SRP does have a nine-minute video link that may be helpful for the public.
Director Donald asked if each school has generators in case of power outages. Scott informed Director Donald that each school does have a battery back-up system that lasts about 30 minutes but there are no generators for long-term outages. Superintendent Michael Green noted that power outages and releasing students are a judgement call. His operational practice is to keep students in school with power out, unless doing so poses a significant safety risk.
BOARD REPORTS, REQUESTS, AND COMMENTS
Director Donald asked what location the Father/Daughter Ball will be held at this year. Superintendent Green replied the high school commons.
DISCUSSION ITEMS
The directors discussed “Making Rational Decisions”, part one of the book Effective School Boards: Strategies for Improving Board Performance book by Eugene R. Smoley, Jr.
CONSENT AGENDA
Director Donald moved to approve the consent agenda.
ACTION ITEMS
Approval of Easement and Deeds of Dedication on WHS property
Director Donald asked Superintendent Green if he was comfortable with these documents. Superintendent Green said yes and noted that these were developed by our attorney.
