BOARD REPORTS
Student Representative ReportFall Sports finished and all teams went to State. Winter Sports started Friday. The Drama class performed The Diary of Anne Frank. Tayler said it was very good. The Snowflake Bazaar was last weekend. A lot of High School clubs had tables for fundraisers. Tayler said there have been no recent ASB meetings.
Financial/Enrollment Report Stacy Brown discussed the 2012-2013 end of year report with the Board. She gave a presentation of the summary of fund balances.
SUPERINTENDENT REPORT
Nine of our staff received their National Board Certifications. Three are close to getting theirs. The WHS project is proceeding. The soil settlement is good and they will start work on the site soon. The Yale Gym project is winding down. Kyle Niekamp told Michael that community who had visited loved the interior colors. They are just about done paving the KWRL Paradise Point project site. All projects are moving forward smoothly.
CORRESPONDENCE
WSSDA Legislative ConferenceThe Board got a flyer regarding the WSSDA Legislative Conference. Michael asked Board members if they are interested in attending. It’s a short session and there will be some funding information. He said they have time to think about it.
BOARD REPORTS & REQUESTS
2013 WSSDA ConferenceJanice Watts reported that she had attended four breakout sessions at the WSSDA Conference; Common Core Standards, a couple of STEM (Science, Technology, Engineering and Math) sessions and a School Safety Services session. She enjoyed the first keynote speaker, but was most impressed by the Boeing sponsored STEM sessions. Boeing is hoping to get high school students prepared to work for them, right out of high school.
SPECIAL PRESENTATION
Service AcknowledgementBill Woodard’s service on the Woodland School Board has come to an end after 16 years. Matt Donald will replace him, as Director in District 4. The Board acknowledged Bill with cake and a card and discussed his service to the Board. Jim Bays recessed the meeting at 5:51pm for members to get some cake. At 5:58pm, Jim Bays called the meeting back to order. Jim said that he will miss Bill and his contribution of 16yrs. It was a real commitment. He said he’ll always remember Bill’s community outreach and how he talked with everyone and got their input. Bill and Jim had worked on campaigns together, and they learned a lot. Michael said that he remembered Bill as warm and engaging when he was hired as Superintendent. Tina and Janice said they will miss Bill, too.

DISCUSSION ITEMS
Chamber of Commerce BanquetMichael asked the Board if they would be interested in sponsoring a table at the annual Chamber of Commerce Banquet at the Red Lion in Kelso on January 25th. He wants to have the Floral class make a centerpiece and, perhaps give away some small tokens. Board members thought this was a good idea.
CTE ConversationCari Thomson gave the Board a presentation on what has been happening with CTE (Career and Technology Education) since she became the Director. She explained how to get courses certified and what is involved with getting teachers certified to teach CTE classes. Students are able to get college credit for classes. Jim wanted to know why kids don’t want to enroll in woodshop. Cari said the interest just isn’t there. Tina wanted to know if the wood and metal trades were stressed, as students could get work right out of high school with these skills. Students have the option to explore these trades and many more careers, in a course that lets them sample a variety of careers. Janice said that she learned at WSSDA that the middle school grades need to stress trades and careers, as that way they will want to enroll in courses in high school, towards those career outcomes. Cari said that it’s much harder to certify CTE courses at the middle school level. Janice said that there is a big push in the State to have State students work in Washington. In an effort to interest students in trades and careers the middle school is offering students the opportunity to attend a career presentation every Tuesday. They can pick which ones they want to attend. Michael said that Cari has shown great leadership since she took over the CTE program. There are far more opportunities for students now. The Board appreciated learning more about the CTE program from Cari.
November 19th Bond Sale Wrap-UpMark Prussing was present to discuss the bond sale with the Board. He said that he was happy that they decided to hold the sale this year, as opposed to next spring, due to the uncertainty in the market. He was happy with the choice of Piper Jaffray & Co. And, he said that this was very favorable for taxpayers, as they got a good rate from the sale. December 10th is the bond closing date.
*Due to the length of the other presentations, Jim Bays moved to Action Item B on the agenda, as to allow Ernie Schnabler, from the Cowlitz County Dept. of Emergency Management (DEM), to present information on the Hazard Mitigation Plan item.
ACTION ITEM
Resolution No. 2584-Woodland School District Hazard Mitigation PlanErnie Schnabler, DEM Manager, presented information about the Cowlitz County Hazard Mitigation Plan. He gave a brief history of how the Woodland School District Hazard Mitigation Plan, came about. He said that by having our plans in place, he will be able to apply for government funding for projects in the plans. The only projects that are allowed in the plan are projects that involve hazard mitigation for natural disasters. Ernie was able to take some of our emergency project goals from our recent security analyst’s report and use them as projects that could potentially be used for natural disaster mitigation. The only other school district in Cowlitz County that has been annexed into the County plan is Castle Rock. Part of the requirements is to have the Board formally adopt the District’s plan by resolution.

Second Reading and Approval of Policy No. 6950There has been no changes to this policy since the last Board meeting.
Janice Watts moved to approve Policy No. 6950-Contractor Assurances, Surety Bonds and Insurance, and Construction Contract Changes as presented.
Resolution No.2585-Authorizing Participation in the National Purchasing CooperativeThis resolution authorizes the District to participate in another cooperative, similar to KCDA for purchases.
Bill Woodard moved to approve Resolution No.2585-Authorizing Participation in the National Purchasing Cooperative.
Resolution No. 2586-Replacement M&O LevyThis resolution is for a 3-year replacement levy for Maintenance and Operations. There were changes to the proposed resolution from the last Board meeting. The estimated tax rates are lower.
Bill Woodard moved to approve Resolution No. 2586-Replacement M&O Levy as presented.
