Woodland School District's intrepretation of Policy 5410 has created a problem for the other three KWRL districts. With New Years Day falling on a Saturday and New Years Eve on a Friday we are observing New Years Day on on Friday and New Years Eve on the Monday Following, January 3rd. The other three districts all return to school on Monday, January 3rd.
The policy is unclear on how to handle this situation. I am proposing an adjustment to the policy to provide further clarity so that in 2016, when this issue is again encountered the problem is resolved. Please see attached policy recommendaiton. The question of what happens when New Years Day falls on a Sunday is governed by statute (RCW 1.16.050) we do not have authority to shift the observence to a Thursday/Friday in that case.
