MINUTES

 

There was not a quorum of members who had attended the October 25, 2010 meeting available to approve the minutes. The minutes will be on the next agenda for approval.

STUDENT REPRESENTATIVE REPORT

 

Mia Patterson was absent from the meeting, but Mr. Green read her report. On November 15th there will be a Parent Night at WPS called "Make and Take". Parents will learn about new reading strategies for Kindergarteners. WMS Wrestling and Girls Basketball athletics are ongoing. There was a book drive at the High School November 1-5. This was a class competition and all books were donated to a library in Kenya where Marva and Henry Warndahl went over summer to help with the construction. Basketball and Wrestling begin at the High School on November 17.  The Creative Chef class is now catering events. This is an elective class that students are allowed to participate in if they have taken the prerequisite class of "Life Skills" or "Skills for Life". The FFA attended a Winter Hawks Hockey game on November 5.  The Cheerleading program has been asked to participate in helping at this year's Snowflake Bazaar on November 20.

SCHOOL REPORTS

 

Mark Houk and Kyle Niekamp gave a report on the Apple Award Ceremony and Grant. Mark said that the school received a plaque from OSPI in recognition for receiving the award. He thanked Mr. Green, Mr. Madsen and other Administrators for attending the ceremony. Mark said it was a nice event.  Kyle told the Board what the school proposed that they do with the grant money. The proposal includes a set of 15 laptops and improvements to the concrete sports court at Yale. The Board discussed the proposal and Jim Bays said that if the costs run over the awarded money, that the Board would entertain the idea of pitching in the rest of the money, as the Yale School earned it.

Janice Watts asked Deb Kernen about the new Independent Life Skills program for 18-21 year old special education students that she mentioned in her report. She asked where the idea had come from. Deb said that it came from a discussion of local Special Ed. Directors. Jim asked if other districts who were sending students were putting in money for this. Deb said that they were and also, staffing. Michael said that this is a coordinated group working with ESD 112.

SUPERINTENDENT REPORT

 

Mr. Green reported that the fall sports are coming to an end. The Volleyball Team did not make it to State, but had a good run this year.

There is a vacancy in the house on 2nd Street. One proposal from the CTE and Special Services programs is to utilize the property by having the 18-21 yr. old Life Skills class students use it to learn how to use the kitchen and laundry room facilities to give them real life skills. The Board discussed this.

CORRESPONDENCE

 

Mr. Green received a thank you for a WHS Trust Fund scholarship from Michaela Patrick.

CITIZENS REQUESTS

 

Mariah Reese thanked Mr. Green and Mr. Madsen for attending the Apple Award Ceremony. Yale celebrated with their first undefeated soccer team last week. The Halloween Carnival was well attended. They are having a Christmas Bazaar and a Book Fair this weekend at Yale.  A Christmas Carol will be the playing on Movie Night next week.

Fran Swenningson, from Citizens Against the Towers, asked the Board to look at information against placing the Bonneville electric towers in populated areas. They believe the towers should be placed on public land, where health risks and property values would not be affected. She encouraged the Board and individuals to send letters to Stephen Wright, Bonneville Power Administration, urging them to place these towers on public land.  The Board discussed this and said that they would look at the information.

Todd Dinehart asked Board members to think about the Math program that gives students problems that parents can't answer. He asked the Board to set up a foundation so that people can donate money to the School District. Stacy Brown explained that he could donate to any school for a specific purpose. He said that his company would match the amount he donates, only if it there is a non-profit status. Jim Bays said that he thinks it is a good idea and this should go on the agenda for a future meeting.

Todd also said that the Lego Robotics field trip to OHSU was great. Cari said that three teams got to go. Students got to see robotic equipment used in a surgery and talk with doctors about the use of robotics.

SPECIAL PRESENTATION

 

Drug & Alcohol Issues and Interventions at WHS

A citizen had told Jim Bays that she heard there was a lot of availability of drugs at WHS. This prompted this presentation from Jodi Lietz, the Drug and Alcohol Counselor from ESD 112. The presentation included Healthy Youth Survey information, which showed that drug and alcohol use has decreased since the Safe Schools Grant was implemented and the counselors have been educating students in our schools. The Board discussed the information. Two citizens, Todd Dinehart and Becky Bjur, said that they are getting mixed messages from the School District and police. They were told by police that the School District did not want them to patrol. John Shoup said that he was just discussing smoking ordinances with the police last week and trying to work out solutions. He said it was a fruitful conversation. Kara Seamen, ESD 112, said that Longview has a "line of sight" ordinance. They can write a ticket if they see students smoking. They can allow the students to work off the ticket by going to counseling. She said she would love to work on a committee who is interested in working on this type of ordinance. Becky Bjur said that she was really concerned about drug problems in and out of schools, as kids have told her about the problem of availability. She said that everyone believes it's everybody else's problem; not theirs. Jim Bays said that the Safe Schools grant is going away next year. He is concerned about finding the money to keep the drug and alcohol counseling programs going. Kara said that once you have a big grant like the Safe Schools grant, you can't get it again. She is happy that she is not hearing that there is a huge problem in Woodland, but is worried that it's going to come down the freeway. Jim invited Jodi to come back in the spring with the 2010 Healthy Youth Survey information.

DISCUSSION ITEMS

 

Results from Community Survey Regarding Location of New WHS

This was a report more than a discussion as Board members wanted to discuss it when Tina and Steve were present. The survey results that were posted on the website showed that 6236 surveys were sent out.  As of November 3rd, 402 responses had been received.   This was a 6.45% return rate.  42 responded "No Preference" (10.45%), 217 responded "favor Dike Access Road site" (53.98%), 142 responded "Favor existing site" (35.32%), and 1 responded "Favor building a new high Middle school on existing site." Jim said that the Board is just gathering information. No decisions are being made at this time. It will be on an agenda for a future meeting.

ACTION ITEMS

 

Replacement of TEAM High School Facility
As the District was looking into expanding the TEAM High facility into the space recently vacated by the Port of Woodland, the Fire Department was called to do an inspection. The Fire Dept. told us that the TEAM High location did not meet code for a school facility. Chief Jackson suggested that the District relocate TEAM High as soon as it is practical. After searching for options and discussing it with the Administrative Team, Mr. Green decided that a modular classroom placed next to the Business Portable would be the best option. He asked the Board to approve him proceeding with ordering a modular classroom, using impact fees to pay for the purchase. The Board discussed the TEAM High program with Todd Dinehart and Becky Bjur expressing their displeasure with the program. Ms. Bjur feels that it is too easy to get into TEAM High.  Mr. Dinehart thinks the school should be closed and all students required to attend WHS.  Mr. Green explained the challenges that many students who attend TEAM face.  The challenges ranged from homelessness, emancipation, teen parenthood, etc.  Mr. Green explained that federal and state laws don't allow the District to discriminate when you have open enrollment, and students can choose which high school they wish to attend. They can be counseled to go to the High School, but it is their choice. Bill Woodard invited Todd and Becky to attend the school's graduation this next year, as he feels it is an honor to hand out diplomas at that event. He also invited them to see all the work the students do at the school.
