The Asset Preservation Program (APP) Inventory and Condition Report is on the board agenda for review and approval due to the requirements outlined in Washington Administrative Code (WAC) 392-347-023. This regulation mandates participation in the APP for all post-1993 school facility projects that received state funding assistance, specifically those involving new buildings or additions accepted by local school board directors after December 31, 1993. In our district, Woodland High School (WHS) is the sole facility listed with the Office of Superintendent of Public Instruction (OSPI) that meets these criteria. Consequently, the district is obligated to conduct an annual Building Condition Assessment (BCA) of WHS. This assessment involves a systematic rating of building components across five major Assemblies: substructure, shell, interiors, services, and furnishings, which are further divided into Sub-assemblies and Components. Each component is rated on a scale of excellent, good, fair, poor, or unsatisfactory, and these individual scores are aggregated to produce a total building condition score out of 100 points. The results of this BCA must be reported in a public school board meeting by April 1st of each calendar year, hence the item's inclusion on the agenda.
