CALL TO ORDER
President Watts called the meeting to order at 6:30 p.m.
CITIZENS REQUESTS TO ADDRESS THE BOARD ON NON-AGENDA ITEMS
There were none.
REPORTS, REQUESTS, AND COMMENTS BY BOARD MEMBERS
Director Huddleston talked about the recent COVID mask mandates in the news and would like to see the board make any necessary means to prevent this type of mandate if it ever comes to Woodland. She also talked about the upcoming General Assembly and how the board will prepare for it at the September 14th work session. Lastly, she hopes to have a trust fund scholarship meeting soon.
Director Guthrie attended the Woodland Middle School lunch and locker event. He mentioned the charge in passing time from 5 minutes to 3 minutes may be a challenge for some students.

DISCUSSION ITEMS
First Reading of Revisions to Policy 1210 - Annual Organizational Meeting, Election of Officers
With no objection from the board, this policy will be presented for second reading and approval at the next regular business meeting.
First Reading of Revisions to Policy 5610 - Substitute Employment
Director Guthrie questioned the half-day / full-day Yale certificated substitute travel bonus and thought we should only offer the $20.00. The rest of the directors agreed. This policy will be adjusted and presented for second reading and approval at the next regular business meeting.
2023-2024 Board Workshop Calendar
The directors agreed with Superintendent Green’s proposal for the following meetings:
Presentation of 2023-2024 Budgets
Executive Director of Business Services, Stacy Brown, said there were no changes from the budget presented at the work session on August 10th. The directors asked some clarifying questions.
PUBLIC HEARING
2023-2024 Budget Hearing
President Watts noted that the board had received written emailed comments and questions from Darcy Billingsley.
Donna Butler was looking for more explanation on the $1.2 million in ESSAR Funds.

ACTION ITEMS
Resolution 23-06 - 2023-2024 Budget
Director Stuart moved to adopt Resolution 23-06 as presented. Director Guthrie seconded.
Surplus Property
Director Huddleston moved to approve the surplus as presented. Director Wray seconded.
Approval of CTE Plan
Director Wray moved to approve the CTE Plan as presented. Director Huddleston seconded.
Approval of 2023-2024 Certificated Substitute Pay Rates
Director Huddleston made a motion to amend the 2023-2024 Certificated Substitute Pay Rates by only having a $20.00 travel bonus for Yale substitutes, regardless if they work a full day or half day. Director Wray seconded the motion.
Director Wray moved to approve the 2023-2024 Certificated Substitute Pay Rates as amended. Director Guthrie seconded.
