On Sunday, May 31 WSSDA released its May Legal and Policy News. There were several recommendations that have been reviewed and we are recommending consideration of two policy revisions and two new policies
REVISIONS
Policy 3140— Release of Resident Students. WSSDA recommended revision of the Policy 3131 on District Attendance Area Transfers. I believe that the recommended modification fits much better with Policy 3140 Release of Resident Students. The revision adds language that addresses our current practice relative to the transfer of records electronically through the state's data system CEDARS (Comprehensive Educational Data and Records System).
Policy 3413 — Student Immunization and Life-Threatening Health Conditions. The revisions to this policy include the addition of a WAC reference under exemptions from Immunizations, The incorporation of Meningococcal Disease information with other topics, and the inclusion of revised language addressing exclusion from School. These changes reflect code changes following statutory changes in 2019.
NEW
Policy 6106 — Allowable Costs for Federal Programs. This is an "Essential Policy". WSSDA recommended modification to the policy. We had not previously adopted this policy, so it is presented for adoption rather than revision. This policy references requirements identified in federal code that we currently comply with. In addition, it adds language that deals with "emergencies" (such as global pandemics) that allow compensation of federally funded employees even if they do not work.
Policy 6225 — Use of Electronic Signature. We have been using electronic signatures during the shut-down. WSSDA has indicated that we must have a policy allowing this. This recommendation is build based on their recommended policy.
